Across Europe, criminal networks are increasingly recruiting young people online and separating each operation into anonymous roles: instigator, recruiter, enabler and perpetrator. Europol calls the model “violence as a service.”

This GLOBAL SOUTH POST investigation examines the case of a Norwegian teenager sent to Britain for a murder plot, the Foxtrot Network, attacks and attempted attacks on Israeli targets, and the alleged state-linked interests that European authorities continue to investigate.

The distinction matters: investigators attribute about thirty-five murders since twenty twenty-two to Foxtrot. That figure is separate from attacks and attempted attacks on Israeli-linked targets. Alleged links to Iranian state interests remain attributed and under investigation; they are not presented here as proven for every operation.
